CARE is a leading international humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. 

Project Description 

The overall objective of the program is to support civil society organizations, communities and families in the Pacific to be better prepared for and able to respond to outbreaks of COVID-19 and mitigate the risk of transmission and socio-economic impacts. The project aims to reach 67,545 direct beneficiaries, with pre-positioning to reach an additional 150,000 people through WASH NFI distribution if required. Project components include:

  • Risk communication and community engagement (RCCE) to raise community awareness and preparedness for COVID-19.
  • Hygiene promotion, tailored around country-specific COVID-19 messaging.
  • Targeted distribution of hygiene kits, to support handwashing as a key preventative measure.
  • Pre-positioning of hygiene kits to enable scaled distributions in the event of any outbreaks of COVID-19.
  • Improvement and intensification of agricultural production to provide a buffer for food security, given the impacts of COVID-19 on agricultural systems and food security.
  • Supporting engagement in humanitarian coordination mechanisms to enable knowledge sharing and adaptation of COVID-19 approaches and tools. 

Ideally you will have:


  •  10 years international humanitarian/development experience.
  • demonstrated technical and analytical skills in participatory research and evaluation including strong skills in quantitative and qualitative research methods.
  • demonstrated understanding of the localisation agenda, capacity development, sector coordination, collaboration and influencing processes, including local humanitarian leadership and ability to apply this understanding to the evaluation approach.
  • proven experience in conducting methodologically rigorous evaluations involving multiple countries and stakeholders.
  • proven experience in writing high quality reports including evaluations, project/program reviews or research reports for publication.
  • high quality communication skills, including the ability to speak and write effectively; listen to others; and facilitate and encourage participation from others, including in cross-cultural contexts.
  • strong management skills, including the ability to manage time; set and adjust priorities; foresee risks and allow for contingencies.


  •  experience with BHA project and programme evaluation.
  • demonstrated experience working with local partners, preferably in the Pacific.
