About the Role

The Program Officer provides program management and administrative support to CARE Australia’s international programs to ensure that they:

  • are implemented in a timely, proportionate, accountable and effective manner
  • meet the objectives and requirements of relevant CARE Australia and CARE International strategies, policies, standards and guidelines, and
  • are coordinated with and support the work of CARE International, Country Offices and CI Members. 

The role contributes to the overall process of securing funding from DFAT and other institutional donors and provides contract management support to CARE Australia’s 
secured funding. 

Key Responsibilities 

  • In conjunction with PDU Coordinators, liaise with Country Offices and relevant in-Australia IPO and finance staff to monitor and support the implementation of CARE Australia funded programs, and assist in addressing relevant quality, compliance and risk management issues.
  • In conjunction with the Business Development Unit, contribute to the overall process of securing funding from DFAT and other institutional donors through periodic and other funding agreements (including supporting the production of concept notes, proposals and budgets).
  • Support the contract management of CARE Australia’s international programs, and ensure programs are all documented in line with CA’s internal contractual and procedural guidelines.
  • Support the review of project narrative and financial reporting, following up with donors and Country Offices as required to ensure reports are submitted in a timely manner.
  • Provide relevant information and input into public communications and fundraising activities with CARE Australia’s Marketing and Communications staff to maximise potential fundraising efforts.
  • Stay abreast of research and best practice thinking related to humanitarian and development programs and policies that are relevant to CA’s Theory of Change
  • Represent CARE Australia with external stakeholders such as Australian based bi-lateral and multilateral donors, other Australian NGOs, research institutions, etc.

Ideally you will have: 

  •  Initiative, attention to detail, and organization and time management skills, including the ability to manage workflows and balance competing priorities to ensure timely processing to meet deadlines.
  • Ability to respond effectively to challenges, and to work effectively in a small, diverse and busy team environment with minimal supervision.
  • Well-developed communication and interpersonal skills including the ability to liaise effectively with staff, both verbally and in writing.
  • Good financial literacy skills, including the ability to prepare and review budgets, costed workplans etc., using Microsoft Excel.
  • Knowledge of and familiarity with project management theory and tools, and the ability to implement or refine administrative systems is desirable.
  • A clear appreciation of development and humanitarian relief theory, including a sound understanding of how to promote gender equality in international humanitarian and development programming.
  • Knowledge and familiarity of the work of CARE Australia, particularly in the Asia-Pacific region is desirable.
